ABOUT THE ROLE
The Kenya Veterinary Board is recruiting three Veterinary Officers. This is the entry and training grade for the cadre. You will work under the guidance and supervision of a senior officer and may be deployed in any of the following areas: Registration and Licensing, Veterinary Research and Standards, Education and Training, Veterinary Technologies, Compliance, Market Surveillance, or Complaints and Grievances.
DUTIES BY AREA
Registration and Licensing
- Issue registration certificates and practising licences to practitioners, and help process those for veterinary surgeons and veterinary paraprofessionals.
- Assess and verify indexing, internship, registration and licensing applications, and make sure the data is accurate for approval.
- Confirm applicants meet the minimum qualifications for indexing and registration.
- Compile and process data on licensing applications.
- Keep accurate registers of applicants and of all licensed veterinary facilities.
- Handle enquiries on registration and licensing of veterinary practices.
- Manage documents, including e-filing.
- Supervise and guide officers working under you.
Veterinary Research and Standards
- Develop standards for inspecting veterinary and animal health training institutions and veterinary service facilities.
- Develop minimum entry requirements and curriculum standards for animal health training.
- Develop guidelines for pre-registration examinations, veterinary internship, CPD, consultant colleges, and telemedicine practice by veterinary surgeons and paraprofessionals.
- Develop standards and policies supporting the government on the business, practice and employment of veterinary surgeons and paraprofessionals.
- Develop standards for registering, licensing and regulating animal welfare institutions and organisations.
- Formulate and share the Code of Ethics with all registered persons.
- Assess desktop research on animal health and welfare and public health, and advise the Board on best practice in regulation.
Education and Training
- Verify CPD applications, waiver requests and CPD activities, keep the CPD register, and supervise CPD for veterinary surgeons and paraprofessionals.
- Review and process pre-registration examination applications, and conduct pre-registration examinations for veterinary surgeons and paraprofessionals.
- Conduct examinations for foreign nationals seeking temporary registration, and report to the relevant committee.
- Verify internship documents, assess internship logbooks for registration, and monitor graduates on internship.
- Analyse veterinary and animal health curricula against set standards, and assess the capacity of institutions for registration.
- Assess the staffing and training programmes needed for sound and efficient veterinary services.
- Answer day-to-day enquiries on education and training, and manage documents, including e-filing.
Veterinary Technologies
- Receive and check applications from people or institutions seeking to use veterinary technologies in Kenya, capture their data and keep a register of applicants.
- Handle enquiries on using veterinary technologies in Kenya.
- Help sensitise practitioners on the telemedicine guidelines.
- Help supervise veterinary technologies used in practice by veterinary surgeons and paraprofessionals.
Compliance
- Inspect new and existing veterinary facilities (clinics, hospitals, laboratories, ambulatory services and animal welfare organisations) and veterinary and animal health training institutions.
- Enforce animal welfare standards and the reporting of notifiable diseases by practitioners.
- Sensitise veterinary surgeons and paraprofessionals on the Veterinary Surgeons and Veterinary Paraprofessionals (VSVP) Act, Regulations and Code of Ethics.
- Investigate professional misconduct and malpractice, and help with legal proceedings against those violating the VSVP Act.
- Carry out data mining, intelligence gathering and surveillance to support enforcement and legal action.
- Take part in Board publicity at agricultural shows, field days and exhibitions.
Market Surveillance
- Enforce veterinary standards in animal welfare and compliance with the Veterinary Code of Ethics.
- Institute legal proceedings against those violating the VSVP Act and Regulations, and close down illegal veterinary practices.
- Develop individual and joint inspection checklists, and spot early warning signs of unlawful conduct.
- Carry out post-market surveillance of the use of veterinary medicines and the quality of services at licensed practices and facilities.
- Collect surveillance data, gather and analyse market intelligence, and compile market surveillance reports.
- Use surveillance data to locate, inspect and close premises or ambulatory clinics operating contrary to the VSVP Act, and to support legal action and misconduct investigations.
- Handle complaints related to market surveillance, sensitise the public on the VSVP Act, and help develop market surveillance procedures.
- Process research data for market surveillance on animal health and welfare and public health.
Complaints and Grievances
- Review complaints from the public on regulatory matters, carry out preliminary processing, and compile complaints data.
- Investigate complaints of professional misconduct, malpractice and breaches of veterinary standards for the Board.
- Keep the complaints register and support the Inquiries and Disciplinary Committee in recommending disciplinary action or prosecution under the VSVP Act.
- Guide complainants and respondents through the process, including their rights and responsibilities, confidentiality and appeals.
- Maintain anonymous and confidential complaint channels, and handle day-to-day enquiries on complaint handling.
- Sensitise the public on how to make and report complaints.
- Use complaint findings to inform regulatory changes and remedial measures.
REQUIREMENTS
For appointment to this grade, you must have:
- A Bachelor of Veterinary Medicine (BVM) degree, or an equivalent qualification from a recognised institution.
- Registration with the Kenya Veterinary Board, in good standing.
- Proficiency in computer applications.
