Reporting to the Lead, Monitoring and Evaluation, the role purpose is as highlighted below;

The Specialist - Monitoring, Evaluation, Reporting & Learning (MERL) will support the Lead - Monitoring, Evaluation, Reporting & Learning in the implementation and continuous improvement of monitoring, evaluation, reporting, learning, research, and knowledge management systems across the Safaricom and M-PESA Foundations' programme portfolio. The role holder will provide technical expertise in programme performance measurement, data management, reporting, research, and impact assessment to ensure that Foundation programmes are evidence-based, results-oriented, and accountable. The Specialist will support data collection, analysis, reporting, evaluations, learning initiatives, and knowledge management processes that inform programme improvement and strategic decision-making.
Working closely with programme teams, implementing partners, consultants, donors, government agencies, and other stakeholders, the role will contribute to strengthening organizational learning, enhancing data quality, supporting impact assessments, and ensuring timely reporting of programme results. The incumbent will also support the adoption of digital MERL systems, innovative data collection methodologies, and evidence-generation initiatives that position the Foundations as leaders in results-driven philanthropy and sustainable development. The role will ensure compliance with Foundation policies, donor requirements, and ISO 26000 Social Responsibility Guidelines while promoting Safaricom's culture of Purpose, Customer Obsession, Collaboration, and Innovation.

Responsibilities
Monitoring, Evaluation and Impact Measurement
• Support the development and implementation of Monitoring, Evaluation, Reporting and Learning (MERL) frameworks across Foundation programmes.
• Coordinate programme performance tracking against agreed indicators, targets, and results frameworks.
• Support baseline studies, evaluations, assessments, surveys, and impact measurement exercises.
• Monitor programme outcomes and contribute to evidence-based recommendations for programme improvement.
• Maintain programme indicator databases and performance tracking systems.

Data Management, Analytics and Quality Assurance
• Support data collection, validation, cleaning, analysis, and reporting processes.
• Maintain programme databases and management information systems.
• Develop dashboards, scorecards, visualizations, and performance reports.
• Conduct routine data quality assessments and verification exercises.
• Generate analytical reports and insights to support programme teams and management decision-making.

Reporting and Accountability
• Coordinate the preparation of donor, management, Board, and stakeholder reports.
• Track reporting timelines and ensure compliance with internal and external reporting requirements.
• Compile programme performance information and support development of impact reports and case studies.
• Support implementation of accountability and performance reporting frameworks.

Learning, Research and Knowledge Management
• Support learning reviews, reflection meetings, learning events, and after-action reviews.
• Document lessons learned, best practices, success stories, and programme innovations.
• Coordinate research studies, assessments, evaluations, and learning initiatives.
• Support development of knowledge products and dissemination of findings across stakeholders.

Capacity Building and Partner Support
• Provide technical support to programme teams and implementing partners on MERL tools and methodologies.
• Support delivery of training programmes on data management, reporting, and results-based management.
• Assist in strengthening partner MERL systems and reporting capabilities.
• Promote the use of programme evidence in planning, implementation, and decision-making.

Digital MERL and Innovation
• Support administration and enhancement of digital MERL platforms and databases.
• Facilitate adoption of mobile and technology-enabled data collection systems.
• Support development of automated dashboards and reporting tools.
• Contribute to innovation initiatives aimed at improving data quality, efficiency, and learning.

Qualifications
• Bachelor's Degree in Monitoring & Evaluation, Statistics, Economics, Data Science, Development Studies, Public Health, Social Sciences, or a related field.
• Professional certification in Monitoring & Evaluation, Data Analytics, Project Management, Research Methods, Statistics, or Results-Based Management will be an added advantage.
• Minimum of 4-6 years' relevant experience in Monitoring, Evaluation, Reporting, Learning, Research, or Impact Measurement.
• Demonstrated experience supporting MERL systems within development, philanthropy, sustainability, education, health, humanitarian, or social impact programmes.
• Experience in quantitative and qualitative data analysis, reporting, and programme performance measurement.
• Proficiency in statistical and data visualization software or related platforms.
• Experience coordinating programme evaluations, surveys, research studies, and impact assessments.
• Strong report writing, analytical, presentation, and communication skills.
• Experience working with implementing partners, consultants, donor-funded programmes, and government stakeholders.
