ABOUT THE ROLE
The Kenya Veterinary Board is recruiting a Principal Supply Chain Management Officer to coordinate its procurement, supplier management, stores and asset disposal, in line with the Public Procurement and Asset Disposal Act.
DUTIES AND RESPONSIBILITIES
Policy and planning
- Develop, implement and review supply chain management policies, systems, regulations, procedures, strategies and programmes.
- Coordinate the development and implementation of procurement plans, budgets and expected outcomes.
- Review progress and annual reports of the procurement function.
Procurement
- Coordinate the sourcing of suppliers through requests for quotation, and carry out market research and surveys.
- Coordinate detailed tender specifications and performance standards for procuring capital equipment, goods and services, in strict compliance with government procedures and regulations.
- Coordinate the procurement of goods, works and services in compliance with the Public Procurement and Asset Disposal Act, 2015, its regulations, circulars and internationally recognised procurement procedures.
- Develop contract and tender terms for procuring equipment, materials and services.
- Coordinate the preparation of purchase orders, get them authorised, and forward procurement documents to the finance manager for payment.
- Make sure goods, services and works are delivered on time.
Suppliers, stores and disposal
- Assess and evaluate the capability and performance of suppliers of goods, works and services.
- Approve stores requisitions for issue.
- Coordinate the cost-effective disposal of obsolete machinery, equipment, furniture and other salvage goods, in line with government policies and procedures.
Reporting
- Prepare quarterly reports for the National Treasury and the Public Procurement Regulatory Authority (PPRA).
REQUIREMENTS
For appointment to this grade, you must have:
- At least nine (9) years' experience in the relevant field, three (3) of them as a Senior Supply Chain Management Officer or in an equivalent or comparable position.
- A Bachelor's degree in Supply Chain Management, Procurement and Logistics, Commerce, Business Administration, Economics, or an equivalent qualification from a recognised institution.
- Certified Procurement and Supply Professional of Kenya (CPSP-K) or an equivalent qualification from a recognised institution.
- Membership of the Kenya Institute of Supplies Management (KISM), or an equivalent professional body, in good standing.
- A valid practising licence.
- A management course of at least four (4) weeks from a recognised institution.
- Proficiency in computer applications.
