JOB PURPOSE
To support the formulation, implementation and dissemination of public sector accounting standards. The officer carries out technical research, develops reporting templates and guidelines, provides technical assistance and training to public sector entities, and contributes to compliance, capacity building and continuous improvement of financial reporting across the public sector.

DUTIES AND RESPONSIBILITIES
Standard setting and research
- Formulate accounting standards for public sector entities under the IPSAS and IFRS frameworks.
- Develop formats for financial statements and reporting so that all state organs and public sector entities can comply with prescribed standards.
- Conduct research for standard-setting activities in the Directorate.
- Prepare responses to consultation papers and exposure drafts issued by international standard-setting bodies.
- Prepare guidelines on accounting standards and best practice.
- Take part in prescribing minimum standards for keeping proper books of accounts for National and County Government entities.
- Provide input on the gazettement and effective dates of IPSAS and IFRS standards, frameworks and guidelines.

Guidance, communication and dissemination
- Review draft reports, letters, circulars and other communications to public sector entities.
- Supervise the dissemination of standards, guidelines and other materials.
- Take part in publishing and publicising prescribed accounting frameworks, standards and guidelines for all public sector entities.
- Take part in public participation on guidelines and manuals for government entities reporting under IPSAS and IFRS.
- Help prepare responses to technical enquiries from public sector entities on implementing IFRS and IPSAS.

Training and technical support
- Review training materials used to disseminate accounting standards in the public sector.
- Plan capacity-building programmes and standards dissemination activities in the Directorate.
- Take part in building the capacity of public sector entities on standards, templates, guidelines and accounting best practice.
- Develop learning materials for capacity-building programmes.
- Take part in implementing accrual accounting for public sector entities.
- Provide technical assistance to public sector entities to help them comply with the set standards.

Directorate operations
- Maintain and update the database of all public sector entities.
- Implement risk management strategies and business continuity plans in the Accounting Standards Directorate.
- Help prepare Directorate reports and Board papers.
- Mentor and coach staff in the section.

REQUIREMENTS
For appointment to this position, you must have:
- At least nine (9) years' relevant work experience, three (3) of them at the grade of Senior Accounting Standards Officer or an equivalent position.
- A Bachelor's degree in Finance, Accounting or an equivalent qualification from a recognised and accredited institution.
- A professional qualification such as CPA (K), ACCA or another relevant professional qualification.
- Membership of ICPAK, or another recognised professional body, in good standing.
- A management course certificate of at least four (4) weeks from a recognised institution.
- Proficiency in computer applications.
- Proven merit and ability, as shown in work performance and results.

ADDED ADVANTAGE
- Certification in IFRS and/or IPSAS.
