## Purpose of the consultancy

MMC Eastern and Southern Africa, Egypt and Yemen, based in Nairobi, occupies a central place in producing regional research on mixed migration dynamics. In 2026, MMC has a project with UNHCR on the regional and routes-based displacement consequences of the war in Sudan. Three years into the war, displacement dynamics have become increasingly complex, regionalised, and multi-directional. Movements are no longer limited to neighbouring countries but extend across North Africa, the Sahel, the Mediterranean, and beyond, often through non-linear and stepwise pathways.

Existing analysis has highlighted several critical features:

- The vast majority of Sudanese remain close to Sudan, but a growing number engage in onward movement across routes.
- Movement decisions are shaped by shrinking protection space, limited access to services, and deteriorating conditions in countries of asylum, rather than predefined destination intentions.
- There is a need to better understand drivers of movement, protection risks, and decision-making processes over time, rather than focusing only on arrivals or flows.

Both UNHCR and MMC hold complementary datasets:

- UNHCR: protection monitoring (quantitative and qualitative), registration/profiling data, operational insights
- MMC: 4Mi primary data, qualitative interviews, route-level perspectives

This project proposes to move beyond parallel analysis toward a joint evidence-building exercise, combining UNHCR and MMC data to produce protection-sensitive, route-based insights. The joint analysis will lead to comprehensive report on the Regional and Routes-Based Displacement Dynamics linked to the War in Sudan. Key sections will include: 1) analysing the scale of displacement and mapping the various routes, 2) exploring onward movement intentions and decision-making, 3) mapping exposure and identifying the determinants of vulnerability to abuse and harm, 4) mapping assistance gaps and provision, and 5) analysing the scale of returns and return intentions.

Objective of the consultancy

MMC is looking for a consultant to take the lead in:

- Conducting quantitative and limited qualitative analysis, involving the bridging of datasets and methodologies to produce coherent, routes-based and protection-sensitive analysis
- Drafting a joint UNHCR–MMC report on Sudanese (and third-country national) movements across key routes following the outbreak of the war in Sudan
- Informing advocacy, programming, and donor engagement with an evidence-based narrative and presentation of the approach and key findings
- Developing a model of structured data collaboration that can be replicated for other contexts.

Assess available MMC and UNHCR datasets and draft a plan / inception report for analysing the data, planning data visualisations, and structuring the report. Inception report should include draft sections for the introduction, background and methodology that will feature in the final report.

Produce a finalised version of the report, incorporating MMC and UNHCR feedback. Depending on the polished nature of the first draft, this may require more than one feedback round. The final report should be fully copy edited by the consultant and confirm to MMC’s editorial guidelines.

Prepare a powerpoint presentation on the paper’s analytical approach and key findings. The PPT should be framed to inform advocacy, programming, and donor engagement.

Prepare an internal two-page analysis brief on coordinating analysis of MMC-UNHCR data.

## Duration, timeline, and payment

The consultant will work 30 days between November 1st and December 27th, 2026.

DRC will make the first payment of 20% of the total costs upon signing of the contract, and the remaining amount upon satisfactory completion of the work.

## Proposed Composition of Team

- Senior displacement researcher, well versed in qualitative and quantitative data analysis
- Mapping and data visualization assistant, if not a part of the senior researcher’s skillset.
- Copy editor, if needed

## Eligibility, qualification, and experience required

### Essential:

- An advanced degree and post-graduate degree in the Social Sciences, International Development, Migration, Forced Displacement or Refugee Studies, or any other related area of study.
- At least five (5) years of experience in the above or any other related area of study within East Africa.
- Demonstrable experience on matters relating to regional displacement dynamics and migration routes.
- A strong and proven publication track record on migration or forced displacement issues
- Excellent research, analytical and reporting skills.
- Fluency in written and spoken English.
- Prior experience with MMC is a plus.
