The Commission on Administrative Justice (Office of the Ombudsman) is recruiting a Director to lead its complaints, investigations and legal services.

DUTIES AND RESPONSIBILITIES
Strategy and complaints handling
- Develop, review and implement strategies and guidelines on complaints, investigations and legal services.
- Coordinate the handling of complaints, investigations and legal services.
- Coordinate the design and facilitation of formal hearings and inquiries by the Commission.
- Manage the complaints database.

Investigations
- Coordinate investigations into any conduct in state affairs, or any act or omission in public administration, by any State organ or State or public officer in National and County Governments that is alleged or suspected to be prejudicial or improper, or likely to result in impropriety or prejudice.
- Coordinate investigations into complaints of abuse of power, unfair treatment, manifest injustice, or unlawful, oppressive, unfair or unresponsive official conduct in the public sector.

Alternative dispute resolution
- Develop and review guidelines on implementing Alternative Dispute Resolution mechanisms.
- Advise on modes and mechanisms for mediation and reconciliation.

Legal services
- Advise on all legal aspects of the Commission, its Regulations and other legal statutes.
- Coordinate the Commission's litigation matters with external advocates.
- Coordinate and enforce matters of non-compliance with the legal and regulatory framework of licences and other parties, with the relevant department.
- Coordinate the drafting of legal instruments based on stakeholders' policy proposals.

REQUIREMENTS
For appointment to this grade, you must have:
- Served as an Assistant Director in Complaints & Legal Services or Investigations for at least four (4) years.
- A Bachelor's degree in Sociology, Business Administration/Management, Law, Public Administration, Human Resource Management, Counselling and Psychology, or an equivalent qualification from a recognized institution.
- A Master's degree in Sociology, Business Administration/Management, Law, Public Administration, Human Resource Management, Counselling and Psychology, Governance, Governance and Public Administration, Criminology, Forensic Science, or an equivalent qualification from a recognized institution.
- A certificate in a Leadership or Corporate Management course of at least four (4) weeks from a recognized institution.
- Membership of a professional body, where applicable.
- Demonstrated professional competence and administrative ability, as shown in work performance and results.
