ABOUT THE ROLE
The Kenya Veterinary Board is recruiting an Assistant Director, Human Resource Management, to lead its HR function: policy, staffing, payroll, training, performance and staff welfare.
DUTIES AND RESPONSIBILITIES
HR policy and compliance
- Ensure HR policies are correctly interpreted and applied, including pensions, salary administration, labour laws and other statutes that affect HR.
- Ensure compliance with statutory and regulatory requirements.
- Ensure internal controls are followed in the HR management and development division.
- Assess how HR policies and practices affect performance, to inform reviews.
Staffing and workforce planning
- Manage succession planning.
- Ensure KVB's staff are used well, and advise on deployment.
- Take part in recruitment, appointments, selection and disciplinary processes.
- Administer employment contracts, pensions and gratuities.
HR systems and payroll
- Develop and maintain the HR management information system and HR database.
- Supervise payroll processing.
Training and development
- Forecast KVB's staff development needs.
- Initiate and formulate HR development and training policies.
- Carry out training needs assessments, and coordinate training projections, plans and development programmes.
- Take part in implementing KVB's training plans.
- Evaluate how effective training and staff development programmes are.
Performance, relations and wellbeing
- Manage the performance appraisal process.
- Manage industrial relations in the workplace.
- Manage employee wellness programmes, such as counselling, disability mainstreaming, and HIV/AIDS and alcohol and drug abuse programmes.
REQUIREMENTS
For appointment to this grade, you must have:
- At least twelve (12) years' relevant work experience, three (3) of them as a Principal Human Resource Management Officer or in a comparable position.
- A Bachelor's degree in Human Resource Management or another relevant qualification from a recognised institution;
OR a Bachelor's degree in Economics, Sociology, Business Administration, Public Administration or Commerce, PLUS a Postgraduate Diploma in Human Resource Management/Development or an equivalent qualification from a recognised institution.
- A Master's degree in Human Resource Management, Public Administration, Human Resource Development, Industrial Relations, Business Administration, Social Sciences, or an equivalent qualification from a recognised institution.
- Certified Human Resource Professional (CHRP) or an equivalent qualification from an accredited examination body.
- Membership of the Institute of Human Resource Management (IHRM), or another relevant professional body, in good standing.
- A leadership course of at least four (4) weeks from a recognised institution.
- Proficiency in computer applications.
