ABOUT THE ROLE
The Kenya Veterinary Board is recruiting an Assistant Director, Finance and Accounts, to lead its finance function: setting financial policy, controlling budgets and payments, and making sure the Board's funds are used lawfully and efficiently.
DUTIES AND RESPONSIBILITIES
Financial policy and planning
- Develop financial and accounting policies, strategies, regulations, guidelines and procedures.
- Coordinate the development of departmental work plans.
- Guide the development of the short-, medium- and long-term revenue and expenditure framework.
- Verify the Board's budget estimates.
Budgets, payments and controls
- Authorise payments, and make sure goods, works and services are paid for accurately and on time.
- Make sure spending stays within the approved budget, to prevent overspending in votes.
- Control the Board's finances so they are used lawfully and efficiently.
- Make sure the Board's liquidity is adequate, and liaise with the parent Ministry and National Treasury on releasing allocated funds.
- Liaise with the parent Ministry on Government of Kenya grants and development partners.
Reporting
- Coordinate the preparation of accounts and financial statements.
- Prepare annual budget execution reports and quarterly financial statements for programme and operational budgets.
- Review management reports and advise management on KVB's financial performance.
- Verify periodic reports for submission to the National Treasury.
- Validate monthly bank reconciliations, trial balances and other reports.
Compliance and audit
- Validate and approve the handling of all tax and statutory compliance matters.
- Ensure compliance with the requirements of government agencies and statutory bodies set out in circulars and legislation.
- Review audit queries and implement corrective action.
Running the department
- Implement quality management system procedures in the department.
- Coordinate effective processes in the finance unit for smooth service delivery.
REQUIREMENTS
For appointment to this grade, you must have:
- At least twelve (12) years' relevant work experience, three (3) of them as a Principal Finance and Accounts Officer or in a comparable position.
- A Bachelor's degree in Finance, Accounting, Commerce (Finance/Accounting option), Economics, Statistics, Mathematics, Actuarial Science, Economics and Finance, Economics and Statistics, Business Management, Business Administration, or an equivalent qualification from a recognised institution.
- A Master's degree in Accounting, Finance, Economics, Statistics, Mathematics, Actuarial Science, Economics and Finance, Economics and Statistics, Project Management, Business Management, Business Administration, or an equivalent qualification from a recognised institution.
- CPA (K) or an equivalent qualification from an accredited examination body.
- Membership of ICPAK, or another relevant professional body, in good standing.
- A leadership course certificate of at least four (4) weeks from a recognised institution.
- Proficiency in computer applications.
