ABOUT THE ROLE
The Kenya Veterinary Board is recruiting an Animal Health Officer II. This is the entry and training grade for the cadre. You will work under the guidance of a senior officer and may be deployed in any of the following areas: Registration and Licensing, Veterinary Research and Standards, Education and Training, Compliance, or Market Surveillance (Directorates: Standards, Registration and Licensing; Education, Training and Technology; Compliance and Market Surveillance).
DUTIES BY AREA
Registration and Licensing
- Assess indexing, internship, registration and licensing applications for the Board.
- Receive, capture and confirm the documents required for registration and licensing.
- Make sure indexing, internship, registration and licensing data is accurate for approval.
- Confirm applicants meet the minimum qualifications for indexing and registration.
- Prepare data on licensing applications.
- Help maintain a register of applicants for indexing, internship and registration.
- Answer enquiries on registration and licensing of veterinary practices.
- Help with document management, including e-filing.
- Keep an up-to-date register of all licensed veterinary service facilities.
Veterinary Research and Standards
- Help develop standards for inspecting veterinary and animal health training institutions.
- Help develop minimum entry requirements for animal health courses, and curriculum standards for animal health training.
- Help develop guidelines for pre-registration examinations, veterinary internship, and CPD (and review CPD guidelines).
- Help develop standards and policies supporting the government on the business, practice and employment of veterinary surgeons and veterinary paraprofessionals.
- Help develop standards for inspecting veterinary service facilities.
- Help develop standards for registering, licensing and regulating animal welfare institutions and organisations.
- Help formulate and share the Code of Ethics with all registered persons.
- Carry out desktop research on animal health and welfare and public health, and advise the Board on best practice in regulation.
Education and Training
- Receive CPD applications and waiver requests, and check the attachments.
- Verify applications for registered and unregistered CPD activities and CPD waiver requests for approval.
- Capture data on CPD activities and waiver requests, and maintain a register of CPD applications and waivers.
- Answer day-to-day enquiries on education and training.
- Help compile and process pre-registration examination applications for veterinary surgeons and veterinary paraprofessionals.
- Receive and record internship documents, and monitor animal health graduates on internship.
- Help with document management, including e-filing.
- Help analyse animal health training curricula against set standards, and evaluate the capacity of animal health institutions for registration.
- Supervise continuous professional development (CPD) for veterinary paraprofessionals.
Compliance
- Help inspect new and existing veterinary facilities, including clinics, hospitals, laboratories, ambulatory services and animal welfare organisations.
- Help inspect animal health training institutions.
- Help enforce animal welfare standards and the reporting of notifiable diseases by practitioners.
- Take part in sensitising practitioners on the Veterinary Surgeons and Veterinary Paraprofessionals (VSVP) Act, Regulations and Code of Ethics.
- Help with legal proceedings against those violating the VSVP Act and Regulations, and evaluate data to support legal action against offenders.
- Support investigations into professional misconduct and malpractice.
- Help with Board publicity at agricultural shows, field days and exhibitions.
Market Surveillance
- Help enforce veterinary standards in animal welfare and compliance with the Veterinary Code of Ethics.
- Help with legal proceedings against those violating the VSVP Act and Regulations, and with closing down illegal veterinary practices.
- Help sensitise the public on the VSVP Act, Regulations and Code of Ethics.
